This training is for Screening and Hearing Officers who will be or are adjudicating appeals of penalty orders issued for contraventions of the Highway Traffic Act detected through the use of automated enforcement. It is open to all employees of municipalities irrespective of their current role or job description as well as those appointed by municipalities as Hearing Officers.

The goal of the session is to provide comprehensive and consistent education to municipal employees engaged as Screening Officers and to Hearing Officers appointed by municipalities who are responsible for appeals of penalty orders issued for contraventions of section 128/section 144(18.1) of the Highway Traffic Act detected through the use of Automated Speed Enforcement/Red Light Camera Systems.

Although this session has been developed specifically for those who will be undertaking first and second level appeals or reviews of these penalty orders, other municipal staff may find the session helpful to better understand the administrative penalty program for owner liability contraventions.

Time is specifically dedicated to address attendee questions. Materials will not be provided. Participants are encouraged to review the relevant statutory and regulatory provisions under the Highway Traffic Act in advance.

The session will cover topics including:

  • The legislative and regulatory provisions governing the provincial administrative penalty regime for contraventions detected through the use of automated enforcement
  • Data required to be shown or superimposed on images
  • Components needed to establish that a contravention has been committed as well as the identification of the contravener
  • Certified statements and certification of images and enlargements
